Was born in the city of Gulistay of the Republic of Uzbekistan on July 31, 1967.
In 1992 he graduated from the Higher School of the Ministry of Internal Affairs, but he began his labor activity in the internal affairs bodies earlier - back in 1988.
By the decree of the President of the Russian Federation in 2002, he was appointed as a judge of the Krasnoarmeysk city court of the Saratov region for a period of three years, and in 2006 - as a judge for an unlimited term.
After the annexation of Sevastopol and Crimea to the Russian Federation, Andrei Petrovich decided to move to the hero city.
