Born in 1979 in Rostov-on-Don,
higher legal education, in 2001 graduated from the law faculty of Rostov State University.
He began his career in the prosecutor's office in 2001 as an assistant to the prosecutor of the Bagaevsky region. Subsequently, he held the position of prosecutor of the department of the prosecutor's office of the Rostov region.
In September 2007, by way of transfer, he was hired to serve in the investigation department of the Investigative Committee under the Prosecutor's Office of the Russian Federation for the Rostov Region as deputy head of the Investigation Department for the city of Bataisk.
By order of the First Deputy Chairman of the Investigative Committee under the Prosecutor's Office of the Russian Federation No. 301-t dated 16.07.09, Junior Counselor of Justice Stanislav Grigorievich Vinokur was appointed head of the Investigation Department for the city of Bataysk of the Investigative Committee of the Investigative Committee under the Prosecutor's Office of the Russian Federation for the Rostov Region.
By the Decree of the President of the Russian Federation No. 1447 dated October 31, 2011, he was appointed judge of the Oktyabrsky District Court of Rostov-on-Don in the Rostov Region.
